Start by entering Helltide zone on Normal difficulty. Normal difficulty is the most efficient choice for the early stages of War Plans because monsters can be killed in a single hit, allowing you to collect Cinders much faster than on higher difficulties.

Once you have gathered a sufficient amount of Aberrant Cinders, you can switch the game difficulty to Penitent before turning in your War Plans objectives.

This is because the completion criteria for War Plans in Diablo 4 are based on the game difficulty at the time of turning in the quest, rather than when the materials were collected.

Consequently, this method allows you to enjoy the rapid kill speeds of Normal difficulty while reaping the substantial rewards of Penitent difficulty, enabling you to progress quickly.

Farming Maggots

Once you have unlocked Writhe and Rot node, you can begin farming Maggots in earnest.

When your Threat level reaches a certain threshold, Hellworms will spawn randomly at fixed locations. These Hellworms continuously spew out Maggots; killing these Maggots yields massive amounts of experience.

IGGM.com recommends raising your Threat level to the required amount on Hard difficulty, then moving in a loop between the fixed Hellworm spawn points within Helltide zone to farm both Hellworms and Maggots.

According to Diablo 4 player community, Hellworm spawn rates in Season 14 are extremely high – by the time you finish rotating through all the spawn points, Hellworm at the first location you visited has often already respawned.

In Season 14 on Hard difficulty, a well-geared player can complete a run in about 2 to 3 minutes, allowing the character to gain nearly 3 to 4 levels in the process.

However, you must reach Level 25 before you can start earning XP in the Kurast Undercity. Therefore, you should use other methods to reach Level 25 first.

Once you hit Level 25, prioritize completing 3 to 4 quick Kurast Undercity runs to unlock Jade Epiphany node; after that, you can level up rapidly.
